Taxpayers who filed their returns by the May 1, 2025 deadline stand to receive these refunds in early August, with amounts varying according to filing status. Single filers and those married but filing separately will receive $250. Heads of households can expect $375, while married couples filing jointly will benefit from refunds of $500.

Refunds will be processed either via direct deposit or as mailed checks, depending on each taxpayer’s preferred method of receiving funds. This issuance of surplus tax refunds is part of a broader $1 billion budget allocation authorized through House Bill 112, signed into law on April 15. House Bill 111, which was signed concurrently, has also lowered the state income tax rate from 5.39% to 5.19%.

Governor Brian Kemp emphasized that these special refunds will not be taxed as income, ensuring that taxpayers receive the full amount owed to them. To qualify for these refunds, individuals must have filed both their 2023 and 2024 tax returns by the May 1 deadline and must have had a tax liability in 2023. Taxpayers who had extended filing deadlines for their 2024 returns have until October 15 to submit.

The IRS’s decision to postpone Tax Day in Georgia until May 1 due to Hurricane Helene has compounded the need for clarity surrounding the refund process. To qualify for the surplus refund, taxpayers must have been full-time residents of Georgia during 2023 and 2024; however, part-time residents will receive a proportional amount based on their residency duration.

Eligible taxpayers can check their refund status through the DOR’s online tool, “Where’s My Surplus Refund.” The state is issuing refunds in manageable batches to streamline operations and minimize potential problems. Current reports indicate that about 40% of eligible Georgians have already received their refunds.

The DOR has noted that these refunds do not accrue interest and may be offset against any outstanding debts owed to the state. Similar surplus tax refunds were issued in 2022 and 2023, allowing for a consistent approach to managing taxpayer relief efforts in Georgia. Recipients should look for checks or direct deposits labeled “GASTTAXRFD” as an indication of their Georgia State Tax Refund.
